With many foreclosures and distressed properties on the market, there are a lot of questions about property condition. If you are considering a FHA 203B or a USDA GRH loan there must be a working stove in the property. These type of loans also require a heat source, toilets and all utilities must be in working order. They will not finance a property that has cracked or peeling paint, or properties that are in need of serious repairs. The property does not need to have a fridge, washer or dryer. These appliances are considered personal property.

98th Annual Winter Carnival starts this Saturday, February 2nd and concludes on February 6th, 2011 The annual Winter Carnival, steeped in local tradition, has become the signature celebration of snow and winter activities in Steamboat Springs. Steamboat Ski Resort's Free Concert Series

The Free Concert Series will kick off February 26 and wrap up April 10, 2011. The Steamboat Ski Resort has announced the lineup for the 12th annual Bud Light Rocks the Boat free concert series. The outdoor concerts will be held at 3:00pm in Gondola Square at the base of Steamboat Ski Area, and the final concert is at 2:00pm on Closing Day, April 10th. All shows are free & open to the public. The series opens on Feb. 26th with the North Mississippi Allstars, a bluesy Southern rock band inspired by the smoky juke joints of the hill country. Next up is mandolin player and vocalist Sam Bush, the godfather of the New Grass Revival band, who returns to Steamboat for a March 4th show. Austin, Texas-born singer-songwriter Lukas Nelson, son of Willie Nelson, will perform on March 19th with his band, Promise of the Real. Blues Traveler front man and harmonica player extraordinaire John Popper plays March 26th with his new project, the Duskray Troubadours, followed by Latin pop rock stars Los Lonely Boys on April 2nd. The series finishes with a reggae-themed event on April 10th featuring Katchafire. Originally a Bob Marley tribute, New Zealand-based Katchafire has been touring the world in support of its four studio albums.

Year-end statistics for 2010 shows there have been significant increases in both the number of sales and the total sales dollars for homes that were listed and sold through the Steamboat Springs Multiple Listing Service. Residential sales of condominiums, townhomes, and single family residences in Steamboat Springs rose to 338 sales during 2010. This represents a 42% increase over 2009, with a total sales volume of $241,399,546, a 33% increase over 2009. The average days on market decreased by 21% to 210, which is yet another indicator of an improving sales climate for Steamboat Springs.

Tom Ross of the Steamboat Today interviewed Chris for a article that was published in the Sunday, January 23, 2011 real estate section. Article below...

When the new home at 2745 Whitewater Lane sold for $1.95 million cash Wednesday, it said a good deal about the state of the high-end market in Steamboat Springs. The property, overlooking Fish Creek from close range in The Sanctuary, originally was listed for $4 million and saw the asking price reduced to $2.5 million in September.
Listing broker Chris Paoli, of Colorado Group Realty, said last week that his research tells him that distressed properties play less of a role in the high end of the market than the impression a few noteworthy bank-owned sales have created. And he said he thinks the supply is more finite than many think.
“My observation is that there are far more buyers in the $1 million to $3 million market than there are good homes,” Paoli said.
He counts 82 listings in his target category.
Conventional wisdom says that many million-dollar-plus homes would take years to absorb in this market. But Paoli said it’s not easy to find a home of the quality that buyers are expecting in that price range.
“Psychology drives so many of our decisions,” Paoli said. “What has occurred is a number of homes have gone into distress, creating a large gap between sales prices and average list prices. Everyone wants the next great deal. Why wouldn’t you?”
That leads buyers to wait until the right price similar to the last great deal.
Paoli bases his position on the number of showings his own listings are receiving and a partial survey of local Realtors with qualified, ready-to-buy clients.
“After polling more than 50 brokers in my office, 24 agents responded with 34 active buyers in the $1 million to $3 million single-family home category. Personally, I can quickly come up with 10 more real buyers in this group (from clients of other agents in the market), and there are still another 30 agents to sample. My estimate is there are between 75 and 100 active, very real buyers in this category.”
The house on Whitewater Lane might be the most recent great deal in the luxury market. The sale price converts to $341 per square foot for a 5,716-square-foot home with five-plus bedrooms, 5 1/2 bathrooms and a three-car garage on a half-acre. The list price per square foot was $402.
The home has extra touches such as a refrigerated wine room and a dog wash in the garage. It was on the market for 131 days.
The buyer’s broker, Pam Vanatta, of Prudential Steamboat Realty, said she agrees with Paoli that prospective buyers in the price range are insisting on the best quality and that before long, the best will be spoken for.
“Demand is getting stronger, and the supply is getting gobbled up,” she said. “The question is how long it will take to absorb all 82. I would say you follow the typical absorption rate. It might take five years.”
Her buyer for The Sanctuary home previously had looked in the local market, decided to wait and returned to make his purchase.
“I think it was a very good value,” she said.

As a general rule, it has always been highly recommended for homebuyers to avoid doing anything that will affect thier credit during the home-buying process. Now, however, the rule is even more important as Fannie Mae has enacted the Loan Quality Initiative (LQI), effective June 1,2010. One of the initiatives of LQI requires mortage companies to ensure no additional debt has occurred prior to closing. Changes in finances could cause mortgage loans to be delayed or even denied, despite earlier approvals.
There are four main things you must avoid before closing on your new home.
1. Don't apply for new credit. Do not obtain new credit cards, a car loan or any other form of credit. New credit inquiries and new debt will appear on your credit reports. If the amounts of your monthly debts increase, your mortgage could be delayed or denied.
2. Don't charge up existing credit. It is common to want to purchase large items such as new furniture on credit or borrow money to help pay for repairs or improvements on your existing house if you are trying to sell. Regardless of the reason, new debt could result in a higher debt-to-income ratio.
3. Don't change jobs. A change in job status or income will require a mortgage company to re-verify job status and income, which could cause delays. Also, loss of income before closing will raise your debt to income possibly causing the loan to be denied.
4. Don't miss payments or incur excessive debt. Be sure to keep on top of your credit card bills, car loans and other bills. Keep your existing accounts well below your limits.

Avoiding these mistakes will help you prevent delays or disappointment and ensure a successful closing.

United States Most Expensive Home Sells

On June 4, 2010, Le Belvedere, a 48,000 square foot French chateau on 2.2 acres in Bel Air, California sold to an unidentified European family, for as much as $72 million. The sale secures the highest price this year for a American residence. This exceeds the previous 2010 record of more that $46.5 million for a home sold in Aspen, Colorado last April.
Although seller, Mohamed Hadid wouldn't release the official sale price, he confirmed that it was between $50 million and the asking price of $72 million. In Los Angeles County, sale prices can take more than a month to appear on the public record.

The home was designed and built by developer Mohamed Hadid, former owner of Ritz Carlton Hotels, for his personal use.

Rent Versus Buy?

The question whether to buy versus rent is a great topic of debate. However, by asking yourself a few important questions the answer should come easy.
First of all, let's consider the total costs of home ownership...these costs include mortgage principal and interest, property taxes, hazard insurance, closing costs at time of purchase and ongoing HOA dues and private mortgage insurance, where applicable. Total costs of home ownership include an offset for the tax advantages of home ownership, including mortgage interest, property tax and closing cost deductions.
The total costs of renting include rent and renter’s insurance.
Now, let's consider how long you will live in the home. Buying a home and selling after 1 year, probably would make renting seem like a more reasonable choice. But after 3-5 years, buying becomes the less expensive solution. Also, it is wise to consider home value rising over a period of time and renting rates rising over time as well.
Keep in mind that paying rent is ultimately helping the landlord and not yourself. With a rent payment all the equity is going to the landlord. But, if you are only going to live somewhere for a year or less, renting could be better because of flexibility and lack of liability.
Another good question to ask yourself is not just a question of money. There is pride and pleasure in home ownership with the ability to make it your own. For example, paint the colors you want, remove a wall, remodel the kitchen, etc. You do not need to ask your landlord for permission. Owning a home can be more of a lifestyle decision and less of a financial decision.

A Day At Marabou

We had a company outing at Marabou recently. Marabou is a unique ranch preservation community with 62 custom homesteads on nearly 1,800 acres of active ranch land. More than 1,325 acres will remain common open space. It it a beautiful property bordering two miles of frontage along the Elk river and renowned for its fly fishing waters.

It was a bit overcast but a perfect day for enjoying the Marabou lifestyle. Many of my colleagues chose to go fly fishing with the master guides and had a great time. I decided to go horseback riding with World Champion Steer Wrestler, master guide, Chad Bedell. We had a wonderful ride with gorgeous scenery and even crossed water up to the horses belly! Above is a photo of the Elk River, me with "my horse" Appy at the horse barn and one of the owner's cabins.

After the activities, the staff of Marabou had a delicious appetizer and cocktail party for us at the Owner's lodge overlooking the river. I toured the spa, fitness facility, movie theater and one of the owner's cabins. The facilities are impressive.

Here in Steamboat Springs, we are seeing activity in the Real Estate market increase significantly over the same time last year. Clients and friends are consistently asking me, "Has the real estate market bottomed yet". Not a yes or no answer and it depending on what your position is in the market. Are you an owner of a property you purchased in 2007, or are you sitting on cash waiting to buy? Overall, if every property was repriced, every day to where buyers would buy, we would be seeing an increase in price for many properties. Unfortunately, this is unrealistic and the pricing of real estate involves a great deal of emotion.

One method for identifying where the market is bottoming, is to watch where actual transactions are occurring. For the past two years, in Steamboat Springs, we have not had enough sales activity to make reasonable assumptions. Finally, after a long wait, in many areas (single family homes, condos and town homes) we are getting transactions to analyze. Fannie Mae Can Help Distressed Borrowers

In a recent article in the Washington Post, Kenneth Farney reports Fannie Mae wants to help some troubled borrowers get back into the home market...

Here's some good news for people who had to give the deed on their house back to the bank because of financial problems, or who have done a short sale to avoid foreclosure: You may not have to wait the typical four or five years to re-qualify for financing to buy another home.

Instead, it could be as little as two years. In a bulletin to lenders April 14, mortgage giant Fannie Mae said it is relaxing rules that prevented loan applicants who have participated in short sales or deeds in lieu of foreclosure from obtaining a new mortgage for extended periods of time. The new rules are scheduled to take effect July 1.

Homeowners who have done short sales -- such as under the Obama administration's new Home Affordable Foreclosure Alternatives program -- will also be able to qualify for a mortgage in as little as two years. Although Fannie Mae officials declined to discuss the reasoning behind the changes, the bulletin to lenders said the company hopes to encourage troubled borrowers to work out solutions that avoid the heavy costs of foreclosure.

Many times I have heard the comment, "I plan to own this place for a long time, so it's not really an investment". Unfortunately life does not always follow the plan we originally lay out. Too often, life changes cause you to re-evaluate your situation and what assets are important. This can be the result of job changes, marital status, illness or even worse, death. There are countless reasons why we may need to rethink where we are in our lives.

For this reason, I tell every client, your home purchase in Steamboat Springs, or any other town for that matter, is an investment. What does that statement mean?

1. Buy what you feel your family will really enjoy. Odds are, other people will feel the same way. If you focus on purchasing a property that will live well and feels great when you are inside, your probably not alone. Too many times I see people purchase property just because it feels like a cheap price, not a great home. Odds are when you end up selling, potential buyers will not feel it's that great a home either. Some times you can get lucky, but what this economy is showing us, is that only good homes get offers in tough markets, even if they are low.

2. Focus on the best homes or condos within the best neighborhoods. Buy the end unit, with extra windows, or buy the home on the best lot with views. This is your opportunity to be picky, so focus on buying the best.

3. Get as close to the beach as possible. Beach? What if we are looking in the mountains. In the mountains, this means as close to the Ski Base or the center of downtown as possible. When markets turn, the majority of buyers want to be near the Beach or Ski area. Property in the closest locations will be the first to see a turn to the upside. Also, this will increase your ability to generate rental income should the market be difficult to sell in (such as now).

STEAMBOAT 700 DENIED BY VOTERS

WOW! It's official, the Steamboat 700 annexation has been denied by the voters of Steamboat Springs, Colorado. This is a major turn of events for the future of Steamboat's growth. All future expansion of the Steamboat Springs city boundaries was planned for property west of the city, in a plan called the "West of Steamboat Springs Area Plan".

Last week we had Warren Buffett state - the U.S. residential real estate slump will end by about 2011, predicting that’s how long it will take demand for homes to catch up with the supply.

“Within a year or so, residential housing problems should largely be behind us,” Buffett wrote Feb. 27 in his annual letter to shareholders of his Berkshire Hathaway Inc. “Prices will remain far below ‘bubble’ levels, of course, but for every seller or lender hurt by this there will be a buyer who benefits.” Read the full article

This week in Barrons we an article about Luxury Real Estate, which states - Prices for primary residences, which plunged at least 20% from the peak in 2007, appear to have bottomed. Living in Steamboat Springs, Colorado where the average home price is near $700,000, this is encouraging news. As a Realtor I can attest to the fact that we are seeing a significant increase in the number of showings at high end properties. We are also seeing deals get done at fairly high dollar values ($2.8 million dollar closing, $5.4 million dollar home goes under contract). I wouldn't say we are back to normal yet, but at least the process of inventory reduction for multi-million dollar properties has begun.

Steamboat Locals Win Gold and Silver!

It was another unbelievable accomplishment for the United States Nordic combined teammates as they won a gold and silver medal in the large hill individual event at the winter Olympics. The event consists of ski jumping followed by a cross-country ski race. In the above photo, Steamboat locals Johnny Spillane and Billy Demong proudly show off their medals. The competition was marred by harsh weather but Demong was able to win the 10 km cross-country race in 25 minutes and 32.9 seconds and Spillane won his third silver of the games, finishing only four seconds behind his teammate.

U.S. Nordic Combined Team Wins a Silver!

Once again, history was made in the Olympic sport of Nordic Combined skiing! The United States Nordic combined team won a silver medal. The squad included Billy Demong, Johnny Spillane, Todd Lodwick and Brett Camerota. Billy, Johnny and Todd live and train in Steamboat Springs. Their incredible dedication and hard work has earned them America's best showing at an Olympics in this relentless sport typically dominated by the Europeans. Another proud day for Steamboat!

Steamboat Local Becomes First American To Earn Nordic Combined Olympic Medal

Johnny Spillane a local resident of Steamboat Springs raced to second place at the cross country venue in Whistler Olympic Park. Johnny became the first American to earn a medal in the sport of Nordic Combined. This historic feat has made him the subject of national headlines. Americans have waited 86 years for a medal in this grueling sport! This weekend we began another Winter Carnival with a very special Olympian send off, followed up by two days of fun street events. How many towns shut down main street, fill it with snow and let the entire community come down and watch kids and adults participate in a multitude of fun activities. Last night was an amazing event. Fortunately for Steamboat residents it happens every 4 years. Last night was a celebration of an incredible amount of hard work by 17 athletes, numerous coaches, parents and a community. The 17 athletes from Steamboat heading to Vancouver this year brings the total number over 80. Watching as 5,000 people crowded the downtown streets, you could feel the emotion and support Steamboat has for it's athletes.

INTRAWEST, STEAMBOAT SKI AREA PARENT, PLANS TO SELL PANORAMA SKI RESORT

Intrawest, the current owner of the Steamboat Springs Ski Area is currently in very serious negotiations with lenders regarding a missed loan payment. As it stands now, lenders plan to auction the assets of Intrawest on February 19th. This is a fun race and is open to any skier or snowboarder through fifth grade who is not an age-class racer with the Steamboat Springs Winter Sports Club. Pre-registration required at the Winter Sports Club office. Registration deadline is 6 p.m. Feb. 4.

■ 1:30 – 3 p.m. Bumps, Jumps & K18 Ski Jumping (Howelsen Hill, Downtown off of Fifth Street) An enjoyable time for children ages 4 to 11 to take to the slopes of Howelsen Hill for some “flying fun.” Preregistration required at the Winter Sports Club office. Registration deadline is noon Feb. 4. Check in from 12:30 to 1:15 p.m. on event day.

■ 3 – 6 p.m. Tubing Party (Howelsen Hill) Come experience Howelsen Hill’s Tubing Hill. Tubes are provided, and a waiver must be signed.

■ 4 – 5:30 p.m. Nordic Jumping Jamboree (Howelsen Hill) Nordic combined athletes jumping the Hillside 75, 42, 28 and 20 hills.

■ 6:30 – 7:40 p.m. Olympian Send-off (Courthouse Lawn) Sponsored by Steamboat Ski and Resort Corp. Join the community as Ski Town USA sends its Olympians off to Vancouver, British Columbia. Fireworks, the Steamboat Olympic Torch, big-screen video and close to 15 new Olympians.

Saturday, Feb. 6
■ 8 – 11 a.m. Knights of Columbus Pancake Breakfast (Holy Name Catholic Church, 524 Oak St.) Hosted annually by the Knights of Columbus, this function is the perfect way to fuel up for all of the day’s activities. In addition to a Winter Carnival button, a nominal admission is charged.

■ 8 a.m. 100-Meter Nordic Sprint (Downtown, Lincoln Avenue) The Steamboat Springs Nordic Council is looking for the fastest skate skiers in the ’Boat. To find them, they are hosting a 100-meter Nordic sprint on Lincoln Avenue between Seventh and Eighth streets before the Street Events. The race will have male and female divisions as well as 13 and older and 12 and younger age categories. Anyone interested can register at the Steamboat Touring Center or at the Steamboat Springs Visitor’s Center.

■ 9 a.m. – noon Street Events (Downtown, Lincoln Avenue) Sponsored by Yampa Valley Bank. A wildly popular and entertaining show featuring children on skis and snowboards being pulled behind horses through the snow-covered streets of downtown. Races include street slalom, skijoring, ring and spear, donkey jump and the famous adult shovel race. The horse events are for children ages 6 to 14, and there also are nonhorse events for children 14 and younger. Preregistration required at the Steamboat Springs Chamber Resort Association. ■ 9 a.m. – noon Pro Alpine Ski Flying Training (Howelsen Hill, downtown off Fifth Street) Training for Sunday’s event.

■ Noon – 2 p.m. International Muzzle Loading Biathlon (Howelsen Hill) In this unique endurance event, participants clad in fur trapper, frontier vintage attire combine marksmanship, using early Americana black powder firearms, with cross-country skiing on primitive equipment.

■ 1 p.m. Pro Alpine Ski Flying Qualifying (Howelsen Hill) Qualifying for Sunday’s event.

■ 1 p.m. Pro Alpine Ski Flying Finals (Howelsen Hill, downtown off of Fifth Street) This is a must-see Gelandesprung (a German word that means terrain jump) ski jumping event with participants launching off of the K114 “Big Hill” on Alpine skis and boots, rather than the usual ski jumping equipment. ■ 1 – 2 p.m. Parent-Child Downhill (Howelsen Hill) Sponsored by Ski Haus and Pepsi Cola. Everyone is a winner in this noncompetitive, fun event. An adult and child ski together through Howelsen Hill’s terrain. Each child is given a participant ribbon and is provided an opportunity to have a professional photograph taken on the podium. Significant FHA Loan Changes

The FHA just released some significant FHA loan changes. Currently, the upfront mortgage insurance (MI) premium for FHA loans is 1.75% of the loan amount. Once the new rules go into effect, that will jump to 2.25%. For example if someone is doing a FHA loan for $417,000, the upfront mortgage insurance premium will increase from $7297.50 to $9382.50. Remember that the upfront MI can be financed into the loan.

Also, the allowable seller concessions decrease from 6% of the purchase price to 3% of the purchase price. (This means that the USDA will be one of the few loan programs that allow 6% seller concessions.)

Lastly, the minimum credit score for 3.5% down may increase to 580. If someone has credit below 580 they will have to put down a minimum of 10%.

STEAMBOAT SPRINGS REAL ESTATE MARKET IN TRANSITION

What does a transitional market (the transition from old Steamboat to new) look like? Here in Steamboat Springs, Colorado, we are getting very mixed signals regarding the state of our real estate market. On one side, the past few weekends saw the largest number of foreclosures in the paper. On the other side, we are seeing property closings at the Steamboat base area for record price per square foot numbers
(Edgemont closings) (One Steamboat Place closings). Prices above $1,100 per square foot! These are incredible numbers for Steamboat Springs.

Personally we feel we are seeing a validation of Steamboat as a viable high end destination resort by the customers of the Vail, Aspen and Telluride type markets who recognize the long term value represented here. These buyers place a high value on the incredible family memories created in resort locations like Steamboat. They understand they are buying a very rare commodity (ski in/out property for the base area projects), and they also see the transition taking place at the base area. The developers of the Edgemont and One Steamboat Place are offering an experience never before available in Steamboat.

While the above paragraph is a great sign for Steamboat’s long term future, it does not change the near term reality for many property owners. The current economy is creating a great deal of pain, which will result in foreclosures and short sales. This trend is most likely far from over in our local market, which is a scary thought for property sellers. The next year may see lower sale prices due to distressed sellers.

Everyone loves a prosperous, fun environment and unfortunately, Steamboat was late to enter the real estate slide and will most likely be late to exit into recovery. A number of local economic fundamentals are aligning to make the next year a very difficult one for property owners. For example, a quick analysis of the daily classified section reveals very few job opportunities, but many properties for rent. This is a complete reversal from 2007.

What do we do? When do I buy? Am I getting in at the bottom? These are all questions we hear on a regular basis. Our answer is, “Find the best value that meets your needs in today’s market and make the best purchase you can”. Timing the bottom is virtually impossible and will only be clear when it is too late. What we know today is that prices have come down significantly from the peak, many sellers are in distress, inventory is high, INTEREST RATES ARE LOW and it’s a buyer’s market. It is not every day that these conditions line up. Check out our recent post on real estate values vs. interest rates from 1975 to 1993. Weighing historical data along with recent economic indicators (see our post on Randy Rowe’s round table discussion, and today may be a truly unique, long term opportunity.

STEAMBOAT KIDS PLAYING IN THE PARK!

Yesterday was one of those great days we parents get to experience. I was skiing with my wife, good friends and our children. All the kids have now crossed the point where they are truly fun to ski with. No more waiting around. Us adults are actually having to catch up. What Happens When Mortgage Rates Rise

As we mentioned in our last post, we are expecting mortgage rates to increase. Also, we know that there are a lot of people waiting for prices to go down before they purchase. Kathryn and Holly at Yampa Valley Bank put together an example of what increasing rates do to the cost of home ownership.

For a loan amount of $240,000 and a purchase price of $300,000 with 20% down
The principal and interest payment at 5% is $1,288.37.

If the rates increase to 5.5% the same payment ($1,288.37) would result in a loan amount of $226,910 or $13,000 less. With 20% down this is a purchase price of $283,635.

If the rates increase to 6% the same payment ($1,288.37) would result in a loan amount of $214,890 or $25,110 less With 20% down this is a purchase price of $268,612.
(This is a purchase price drop of 10%)

Since rising interest rates occurs after inflation has entered the economy, a quick look at our past post - WHAT HAPPENS TO HOME PRICES WHEN INFLATION RISES? - tells us about the historic relationship between prices and interest rates. In summary, history tells us that once inflation enters the economy, it has been good to be a property owner.

Projections Indicate Rates Will Rise In 2010

Kathryn and Holly at Yampa Valley Bank have been listening to teleconferences about projections for the mortgage market in 2010. Here is the bottom line – rates will be going up. Why?

The Fed has committed to buy mortgage bonds through 3/31/10. They have already slowed their purchasing and we have seen the consequences in the slightly higher long term rates. There is not much hope of an extension of the purchasing program. It is estimated that the Fed is currently purchasing 75% (!!) of the mortgage bonds, so if they are not purchasing bonds, rates will be higher even if other players step up their buying.

With short term rates being so low (Fed Funds rate is ¼%) it is easy for large institutions to borrow low and then invest in mortgage bonds, and make money on the spread. If short term rates start to increase, this will diminish mortgage bonds purchasing even further and push rates higher.

This is one more reason to purchase NOW or sellers might want to reduce their prices now before rates do deteriorate. A higher rate means less purchasing power. Forecasts show that the 30 year fixed rate may be in the mid 6’s by the end of 2010 with a volatile rate market throughout the year.

This Sunday there was a great article about One Steamboat Place hosting it's first guests. Finally the anticipation is over. Robin Craigen of Moving Mountain Chalets had a great quote regarding the One Steamboat Place development, “The clientele at One Steamboat Place is one we’ve been drawing to Steamboat in increasing numbers to Steamboat Springs. It’s like nothing Steamboat has ever had before. We’ve looked at Aspen, Deer Valley and Vail, and we feel it will be perceived as a value for luxury.” This is a comment we have made to clients many times over. Easily 4' of fresh untracked powder in many spots. 6 of us headed out at 10am with high expectations and man were they far exceeded when we got there. WHAT HAPPENS TO HOME PRICES WHEN INFLATION RISES?

What happens to home prices when Inflation rises?

This has been a question on my mind for a long time. Unfortunately I did not have a great resource for accessing this information until a very good friend of mine invited me to a special presentation by Randy Rowe , President of Green Courte Partners. Mr. Rowe’s presentation to a select group of the Steamboat Springs real estate community was focused on what current economic indicators were telling us vs. the opinions. During this presentation, the main question swirling in my mind was, “If the United States is about to enter an inflationary environment, leading to higher asset values, further leading to higher interest rates, what is the long term effect on residential real estate prices?” Fortunately, Mr. Rowe had access to this data and provided me with the following chart:

This chart compares the OFHEO home price index and the 30-year, fixed-rate mortgage from 1975 (the first year the OHFEO home price index was produced) through 1981 (rising rate environment), and 1981 through December 1995 (declining interest rate environment). WOW, exactly what I was looking for. Take a look at this chart for a moment and there should be a few questions that pop into your head.

1. Rising rates should cause a decrease in a buyer’s purchasing power, therefore capping or cause a decrease in the price index. Why don’t we see this?
2. I thought during the early 90’s we there was a very bad real estate market where home values dropped precipitously. Why is this not shown?

These were my first thoughts, obviously prompting me to ask my curious questions. It appears there must be other economic variables during rising rate environments that offset the lost buying power (of course I want to know what that is and will be a future chart/blog if I can get the information). Also, during the early 90’s, the commercial real estate market took a far greater hit than residential. There most likely were local market retracements in value, but across the broad index residential values remained somewhat stable.

What does this mean for today’s buyers of real estate? No one knows for sure, so all you can do is take action based on the most likely scenario or the scenario that presents the least amount of risk. It is a fact that real estate values have declined significantly from their highs, correcting by as much as 50% in some markets. If it is assumed that going forward we will resume a more normal appreciation, buying real estate that you wish to own for personal use looks like a much better idea than in 2006/2007. Just due to an increasing population, decreased residential construction and depressed values, you can make the case that buying today makes sense. The other big variable is interest rates. Looking at the chart above, it is clear that a 5% 30-year mortgage is way below the historical average. Locking in long term rates today may prove to be a very prudent decision (possibly the best decision of all mentioned above).

What an exciting year for our winter Olympic athletes! As we get closer to Vancouver, Steamboat was the location for the Freestyle and Nordic Combined Olympic qualifiers. Unfortunately this year I was out of town, however I have fond memories from 4 years ago. Watching my 2 daughters playing in the snow virtually under the freestyle jumpers, with the backdrop of a light snowfall was incredible. FORECLOSURE UPDATE

This week we saw a very high number of properties in the Steamboat Pilot going through the foreclosure process. These properties ranged from $200,000 condos to a $5,500,000 luxury single family home. This $5.5 million dollar home was in the paper showing an existing first debt of $3 million dollars in foreclosure. There is definitely an opportunity being created by the increase in foreclosures. Along with the new notices given, we also saw the sale of a bank owned luxury home and two others go under contract (one of which was the Alpenglow, FDIC owned duplex mentioned in a previous blog), at significant discounts to previous market values. November Home Sales Rise 7.4 Percent

Alan Zibel, Associated Press Real Estate Writer reports home resales surged last month to the highest level in nearly three years, reflecting an extraordinary level of federal support that has pulled the housing market back from the worst downturn since the Great Depression.

Buyers were racing to complete their sales before the original expiration date of a tax credit for first-time buyers that was scheduled to expire Nov. 30. Last month, Congress decided to extend and expand the credit to ensure the housing market could sustain its recovery.

"Things are stabilizing," said Pete Flint, chief executive of real estate Web site Trulia.com. "There is a significant amount of buyer interest out there."

2010 U.S. Olympic Trials in Steamboat Springs Today

Johnny Spillane won the 2010 United States Olympic Team Trials Nordic Combined race at Howelson Hill today. Todd Lodwick came in second place and Bill Demong came in third place. It was a hometown sweep! An exciting day for Steamboat!

$4.1 Million Townhome And Other Interesting Steamboat Real Estate Sales

This week saw some very good closings. One was a $4.1 million dollar townhouse located near the Thunderhead lift and a $1.8 million dollar Antlers condo at the base of the Steamboat Ski Area. Both of these transactions, combined with the One Steamboat Place closings and a land closing for $2.5 million dollars are a very good sign. Positive signs in the economy, backed by local evidence of a turn of sentiment is the start of a psychological change in the right direction!

Real Estate Round Table With Randy Rowe

Yesterday I had the opportunity to hear Randy Rowe of Green Courte Partners speak at a real estate round table with some Steamboat Springs real estate professionals. Mr. Rowe is currently the Chairman of Green Courte Partners, LLC, a private equity real estate investment firm focusing on niche strategies. The agenda for the day included home prices, U.S. gross domestic product and unemployment.

To begin the round table Mr. Rowe gave a 30 minute PowerPoint presentation, discussing the current housing market and economy. Some interesting statistics:
- There is approximately $100 billion raised to purchase distressed assets. Obviously some people still have a lot of money and are ready to take advantage of opportunities when prices appear low enough.
- The Case-Shiller home price index is up 4.8% from it's bottom
- From the chart below you can see there is a big difference in the price drop for home prices in different areas. Areas such as Miami, Pheonix and Las Vegas show the greatest decline in values. This is primarily due to the extensive overbuilding and speculation.

- Denver home prices were only down 14% from peak to trough and currently is only down 1.8% from peak.
- New home sales have outpaced new construction for 8 consecutive quarters. If an oversupply of homes is part of the problem, this is a sign we are working through the inventory. Below is a chart of Existing home sales and Months of supply:

- Here in the Steamboat Springs local real estate market we too are seeing a significant change in monthly sales volume from the lows in January 2009:

The general message form the points above and the complete presentation was that things are getting better. Things are turning and we are seeing concrete signs that housing, along with the economy, is in the bottoming process. A good chart showing this is one of the us economic indicators:

As you can see from the above chart, the Leading Economic Index has made a significant positive turn, while the Coincident Economic Index has stabilized. The Leading Economic Index has actually improved for 7 consecutive months.

Continuing with the positive theme, the general opinion was that interest rates will remain very low at least through the next November election. A few comments regarding the future were that we will most likely see a spike in inflation and then a rise in interest rates. A potential opportunity is to purchase real estate with a fixed long term interest rate. If we assume that today represents a more true value in real estate and that from here the market will revert to a normal growth rate, the below chart represents how a homeowners equity may grow over time:

It was great to hear a positive opinion regarding the future of real estate values. In Steamboat, which entered the real estate down slide a year after the rest of the country, it may appear that all is lost. As we should have paid attention to when the rest of the country entered the down slide, we also should pay attention to when they exit. It may be that we have the luxury of watching the dog (US Economy) that wags the tail (Steamboat)as we make decisions.

Change In Debt Ratio Guidlines From Fannie Mae

Here is some great information provided by Kathryn Pedersen and Holly Rogers of Yampa Valley Bank:

Fannie Mae will be changing their debt ratio guidelines as of the first of January. Debt ratio is total debt divided by gross (pre-tax) income. In the past, if a borrower had a strong financial profile, we could get loans approved up to a 60% debt ratio. The new changes will limit the debt ratio to 45% for most borrowers and 50% for only the very top tier borrowers (high credit, lots of assets, low loan to value, etc.). This limits what people can afford to purchase. It may also restrict people from refinancing their current loan.

For example, if a borrower makes $5,000 a month, their maximum of total payments (all debt payments and new housing payment) could have been $3,000 a month or 60% debt ratio.
$1,000 of car loan payments and credit card payments
$2,000 mortgage payment
$3,000 Total

With the new guidelines, they would be limited to a $1500 a month payment or a 50% debt ratio.

Tax Credit Extended

President Obama on November 6th signed legislation extending the $8000 tax credit for first-time home buyers and at the same time approved a new tax credit of as much as $6500 for current homeowners interested in buying a new home.
According to the website at www.federalhousingtaxcredit.com the Homeowner Affordability and Stability Plan extends the existing tax credit of as much as $8000 for first time home buyers to the middle of next year and establishes a new credit of as much as $6500 for current homeowners who plan to buy. It requires that a contract be signed by the end of April. Buyers also need to have lived in their current home for five of the past eight years. Homeowners may retain their existing home and rent it, or use it as vacation home.
Other provisions include the $6500 credit is available for home buyers who sign a contract on an existing home by April 30,2010, and close by July 1, 2010. The cost of the new home may be as much as $800,000. Buyers will not have to repay the $6500 as long as they occupy the new home for at least three years. The credits do not apply to previous sales-the purchase must have happened after November 6th. The home purchased must be the primary residence of the buyers. It is allowable to trade down to a less expensive home. Income limits for existing homeowners are $125,000 for a single person and $225,000 for a married couple.

One Steamboat Place closes $15.25 million

The first 13 condominiums closed at One Steamboat Place for a combined $15.25 million. The closings included 10 residence club sales totaling $4.45 million and three whole ownership sales that combined for $10.8 million. The most expensive was a penthouse that sold for $4.2 million, according to records at the Routt County Assessor's Office.
One Steamboat Place is scheduled to open January 9th.

Positive signs

In today's economy it is very difficult to ascertain a clear picture as to where we are headed. On a daily basis, news stories about increasing foreclosure numbers (link) and the housing recovery pop up on the news wires. Trying to understand where we are headed is tough.

One concrete event which happened in this month was the Developers Diversified Realty Corporation CMBS offering. The CMBS (Commercial mortgage backed securities) market was a key driver of funding for commercial projects. A market that was $700 billion at the peak has virtually disappeared. The success of Developers Diversified Realty Corporaton offering is a positive sign to see.

Another article which caught my eye was Citigroup successfully executing sale leaseback deals for 17 of it's west coast branches (article). Seeing actual deals take place is a good sign and hopefully the start of more activity.

Opening day of the 2009/2010 Steamboat Springs ski season commences this Wednesday, November 25th. The Steamboat Ski and Resort Corporation kicks off the season with Scholarship Day, a traditional opening day benefit for the Steamboat Springs Winter Sports Club's Scholarship Fund. Lift tickets are specially priced at $20.00.
The mountain opens at 8:30am. The first 100 people on the mountain will get a free T-shirt. Other events and specials of the day include free tips from the Ski and Snowboard School instructors, discounts at RideSports, Steamboat Ski and Sport, Gondola Joe's, Geano's and the Bear River Bar & Grill. With all the recent snow it is sure to be a great day out on the slopes!

Steamboat Springs receives $1M grant for tree removal

The Steamboat Pilot reported today that the city of Steamboat Springs has received a $1 million grant through the American Recovery and Reinvestment Act and the Colorado State Forest Service for removal of trees that present a wildfire risk in the Steamboat area. The project is expected to start in early December on land owned by the city, Steamboat Ski and Resort Corp., several homeowners’ associations and private homeowners in the city and Routt County. In a Thursday news release, the city cited lodgepole pines affected by the bark beetle epidemic as a focus of the project.

“The tremendous number of standing dead trees in this old-growth forest has resulted in very high to extreme forest fuels loading, as well as increased the risk of injury and property damage from hazard tree blowdown,” the release stated. Ron Lindroth, hired as the city’s Fire Department chief in September, is coordinating the project.

A new public gondola with a price tag of more than $3 million dollars is expected to be installed in October and operational no later than February. The six-passenger cabin will carry approximately 340 passengers per hour and ride time will be 4 minutes. The gondola will travel about 2,000 feet from Trailhead Lodge at Wildhorse to Gondola Square. The gondola is manufactured by Leitner-Poma out of Grand Junction, CO.

Aspen mansion sells for $43M

A Aspen home sold this week for $43 million. The seller is a firm managed by Dallas, Texas real estate developer Daryl Snadon, who owns Beltway Development Company and Beltway Commercial Real Estate. The transaction closed Friday, July 10th and was recorded with the Pitkin County Clerk's office Monday, July 13th. The assessors's appraisal for 2009 placed the actual value of the property at $50.31 million. The home was not on the market. The buyers were an American family that purchased the property through a limited liability corporation. It was a straight cash deal according to the broker representing the buyer.

The 21,400 sq ft,10-bedroom, 13 bathroom contemporary mountain home on 4.5 acres is located at the base of Aspen’s prestigious Red Mountain. The home at 421 Willoughby Way was completed in 2006. The residence overlooks downtown Aspen and includes a heated outdoor pool, four-car garage and a guest house.

To date, the highest residential sale in Aspen was $47 million in 2006 for Crystal Island Ranch, a ranch estate with multiple building sites. This latest sale is the most expensive single-family home sold in the United States in 2009.

21st Annual Mustang Roundup-That's Cars Not Horses!

It was a great turnout for the 21st Annual Rocky Mountain Mustang Roundup held in Steamboat Springs this weekend. The events started with a mountain tour followed by an Autocross. Spectators could easily tell the experienced from the inexperienced drivers as they either sped up or came to a screeching halt around the turns of the track. The highlight of the weekend was the Show-n-Shine Car Show on Lincoln Avenue in downtown. More than 450 vintage restored Mustangs were judged for their cleanliness, craftsmanship and quality. Any car lover would have been impressed with a Denver couple's automatic 1970 Mach 1 Twister Special Mustang with a 428 Super Cobra Jet engine. This unique vehicle is only one of 24 known of its kind. This was a fun, free event for the whole family. If you missed it this year mark your calender for 22nd Roundup in 2010.

Why This Recession Seems Worse Than '70s and '80s

If you think this recession is the worst since World War II, chances are you weren't born or working during the downturns of the 1970s and '80s, you're listening to President Obama too much or you're a white-collar worker in financial services.
If all three are true, you may even think we’re on the verge of another Great Depression.
At this point, the only thing that may be true is your age and employment status.
“The current situation has nothing in common with the Great Depression,” says economist Steve Hanke of the Cato Institute and Johns Hopkins University. “The sooner they [in Washington] stop spinning the bad news story and say nothing, the sooner we’ll be more confident.”
Hanke is not alone in dismissing what appears to be a potent cocktail of misinformation and doom and gloom, wherein the current recession—now in its 13th month—is already considered worse than the 16-month ones of 1973-1975 and 1980-1982.
“We were pretty scared in ’82; things looked horrible for awhile," says Bob Stovall of Wood Asset management and a 55-year veteran of the securities business. “I don’t think you can say it’s worse than then; its different. You have changed the landscape but you did that in the Midwest when you forced a lot of rust-belt companies to the wall."
“This time it's financial firms going out of business, instead of manufacturing ones, and the jobs are going with them," explains Stovall.
“I do think that's part of it,” says Robert Brusca, chief economist at Fact & Opinion Economics, saying that. “They’re the ones making the pronouncements. People in the financial sector are getting crushed.”
They’re not the only ones selling doom and gloom, though.
“I don’t remember a president talking down the economy as much as President Obama,” says economist Chris Rupkey of Bank of Tokyo-Mitsubishi. “The economy is very psychological. There’s a herd instinct.”
That herd instinct kicked into overdrive after the sudden collapse of Lehman Brothers, when many say the economy fell off a cliff and a classical cyclical downturn merged with a nasty one-of-kind credit crunch. So yes, economists agree things are bad, but they need to be put into perspective.
Employment
At this point, the current recession is worse than those of the '70s and '80s by only one statistical yardstick, and that’s the unusually quick ascent in the jobless rate—from 4.4 percent in March 2007 to 7.6 percent in January 2008.
“People are reacting so adversely to this is because the job market has become so weak,” explains Brusca.
But even though the sharp decline in payrolls over the past three months has been stunning, it is not as bad on a percentage basis as one period in 1974-1975, according to David Resler, chief economist at Nomura International. Resler says the economy would have to lose some 767,000 jobs a month over a three-month period from the current employment level to match that miserable performance.
During the 1973-1975 and 1980-1982 periods the unemployment rate almost doubled (4.6-9.0 percent, 5.6-10.8 percent, respectively), which means a peak of about 8.6-8.8 percent this time around. In further contrast, during a ten-month stretch in 1983-1983, the jobless rate was above 10-percent.
Nevertheless, that’s nothing compared to the Great Depression when the unemployment rate went from 3 percent to almost 25 percent in four years and national income was halved, notes Hanke in a recent column.
GrowthThought it may be little consolation for the millions of unemployed, GDP is considered by economists to be the best and broadest gauge of a recession.
That may seem also peculiar since the economy actually grew in the first two quarters of this recession, but some of that had to do with the Federal Reserve's early and aggressive interest rate cutting and the federal government’s first stimulus plan which quickly put money into people’s pockets.
More For Investors
Given that backdrop, GDP contraction thus far has been modest. It’s down 1.1 percent vs. 3.1 percent in the 1970s period, says Chris Rupkey.
And though the economy shrunk at a 3.8 percent annualized rate in the fourth quarter of 2008 and is expected to decline another 4.0-6.0 percent in the first quarter of 2009, imagine the reaction today to the 7.8 percent plunge in the second quarter of 1980 or consecutive swoons of 4.9 percent and 6.4 percent in 1981-1982.
"Half of the workforce until now hadn't seen more than 16 months of recession—total," quips Resler. The past two short (eight months) and relatively shallow.
During the 1990-1991 recession, the deepest quarterly GDP decline was 3.0 percent; in the 2000-2001 one it was 1.4 percent.
“GDP hasn’t been that weak because the productivity increase is one of the best,” says Brusca. “You get a quarter or two that really knocks the level down,” he adds, and it looks like we’re at that stage now.
This time other fundamental factors are playing a bigger role than the past.
“Consumer spending will be bad,” says Resler. “We haven’t three consecutive quarterly declines in consumer spending since the 1950s.” He’s definitely expecting a repeat of that.
It’s Still Bad
Comparisons aside, no one is saying the current recession isn’t a painful one, and some see very little reason for optimism.
“I can't identify anything than looks good,” says Dean Baker, co-director of the Center for Economic Policy And Research, adding that business investment—which appeared to be holding up—posted its sharpest decline in 50 years in the final quarter of 2008.
“I'd be shocked if we have growth this year,” says Baker, even though he expects the Obama administration’s stimulus plan to have a sizable economic positive impact.
So may the words of the President and his advisors, say economists.
“It’s not surprising that politicians exaggerate this,” says Resler, who predicts “The tone of the message is going to start changing immediately; now that we have the stimulus in hand, you enhance it by saying positive things.”
Tunnel Thinking
For all the comparisons with other recessions, exaggerated or not, the most meaningful one may be its duration. It is also the toughest.
The consensus is this recession will end sometime between the second half of 2009 and the beginning of 2010. The pessimists say wait till next year—period.
David Jones, CEO of DMJ Advisors, is among those who see “hints of stability.” By that he means, the rate of decline in areas like retail appear to be slowing.
“We'll see the same thing happening on the housing side in the next couple months,” says Jones.
“I'm just waiting for the shift in people’s expectations,” adds Rupkey.

Study backs economic trends across region:
Steamboat Springs — Scott Ford says he’s never met a chart he didn’t like.
Ford has had plenty of chances to test that informational romance theory while poring through data about Routt, Moffat and Rio Blanco counties for Yampa Valley Partners’ Community Indicators Project. The annual report, which appears in a magazine in Sunday’s Steamboat Pilot & Today, includes sections on economic, environmental, civic and social indicators. Ford, a consultant who collected much of the data, sat down recently to discuss the economic trends.
A big one, he said, is the residential lifestyle economy. People are migrating to Routt County and often aren’t dependent on the local economy for their livelihood, Ford said.
“That migration is probably going to be one of the more significant economic drivers for us as we move into the future, so it was important to quantify it,” he said. “Like most things in the economy, nothing is independent. They’re always highly related. This residential lifestyle economy has emerged because we’re a beautiful place to live, but we’ve also created a lot of cultural things that people can enjoy.”
For the first time, Ford was able to measure that in-migration this year. He could see new Routt residents’ former locations and income, as long as more than 10 tax returns were filed from the person’s previous county.
Routt County tends to see an influx of people during recessions, Ford said. That’s partly because people who can afford to do so leave their jobs and head for a beautiful area. Ford said that lifestyle economy group could butt heads with industries that rely on, say, skier visits and Triple Crown.
Wealthy migrants to the area often are seeking relative solitude rather than the crowds that drive a tourism-based economy.
In 2007, Routt County gained $23.5 million in personal income because of migration, according to the report. Moffat’s gain was $900,000, and Rio Blanco’s was $400,000.
The people coming in are richer than those leaving, Ford said. According to Internal Revenue Service information, the average adjusted gross income of the tax returns was about $63,000 for people entering Routt and about $47,000 for people leaving.
“There’s no value judgment placed on this,” he noted. “We never say that’s a good thing, that’s a bad thing. We just say this is happening.”
Audrey Danner, the outgoing executive director of Yampa Valley Partners and a Moffat County commissioner, said the report provided a valleywide view.
“As we look at the relationships from Moffat to Rio Blanco and Moffat to Routt and what that looks like as far as work force movement, dollars, the changing economy and the types of jobs available in those counties … it’s a very unique perspective,” Danner said.
The group formed a larger team this year to prioritize and gauge the issues, she said.
“Our intention is to have this report be useful for decision makers, whether it’s a business looking at how they can strengthen their business within a community, within an area … and also the fact that local governments can see the dollars and the movement of people,” she said.
The report sometimes provides data backing what people already see, Ford said. Routt County exported $47 million to other counties in 2006.
Moffat imported $62 million the same year. The information also shows that hundreds of Moffat residents worked in other counties in 2000.
“A lot of things we talk about anecdotally, we actually have facts and figures for them,” Ford said.
Another crucial trend, Ford said, is economic diversification. Regions can determine diversity in part by looking at their top industries. As those account for less total income and fewer jobs, the economy grows more diverse.
The Community Indicators report shows that in 2006, construction, accommodations and food services, and real estate and leasing represented 42 percent of private-sector jobs in Routt County. That’s down from 44 percent in 2001.
“Where we’re diversifying is in the growth of these location-neutral businesses and location-neutral employees,” Ford said.
Diversification will help the economy along during the national recession, he noted.
The information in the Community Indicators report gives Ford reason to hope for the best.
“From a practical standpoint, I’m real optimistic about where we’re headed,” he said. “It doesn’t mean we don’t have our challenges. … The list is long, there’s no doubt about it. But our issues — there are communities across the nation that would trade for our problems.”

Potential five-star hotel gets strong support from city planning commission

The proposed Thunderhead project at the base of the Steamboat Ski Area will proceed to the Steamboat Springs City Council with a strong positive recommendation from the city Planning Commission.
Commissioners voted, 5-1, to support the 390,000-square-foot project requesting substantial height variances from the city in exchange for a variety of public benefits. In explaining their support, some of the commissioners said they believe that the city’s height limitations in the Community Development Code are outdated and inconsistent with subsequent area plans that have called for increased density at the ski base.
“Precedent has already been set,” Commissioner Karen Dixon said, noting other approved base area projects of similar heights. “ We are obligated to respond to context.”
Commissioner Rich Levy cast the dissenting vote.
“Because of the height, I would be looking for extraordinary public benefit,” he said, “and I’m not seeing that.”
People packed Centennial Hall on Thursday night for Planning Commission’s review, which stretched late into the night. The height variances, aesthetic issues, economic impacts and more were among the items that drew the large crowd of supporters and critics.
The Atira Group is redeveloping the former Ski Time Square and Thunderhead Lodge properties that it demolished last year. Atira has decided to submit separate development applications for the projects, with the 390,000-foot Thunderhead site coming first. The application anticipates 100 residential units averaging about 2,300 square feet, along with two restaurants and shops.
Atira requested several variances for the project including overall heights about 30 feet above the 73-foot maximum prescribed in the Community Development Code for the gondola two zone district. Atira also is requesting a five-year grace period instead of the standard three years before it must pull a building permit, and plans to build a turnaround driveway in the city’s Ski Time Square Drive right of way.
City planners recommended approval of the project, believing the project’s public benefits are commensurate with its requested variances. Proposed benefits include a commitment to earn a silver certification from Leadership in Energy and Environmental Design, or LEED, for green building practices in the construction of the two eight-story buildings; public amenities such as seating areas, restrooms and outdoor fireplaces; the gifting of space to Yampa Valley Medical Center to relocate its injured skier transport center; and economic sustainability in the form of short-term rentals.
Several in the audience and others who wrote letters, however, disagreed with city staff’s recommendation.
“I haven’t heard anything about why this height is necessary to achieve these goals,” said local attorney Ron Smith, who is representing homeowners in the Bronze Tree condominium building north of the proposed project. “Where is the public benefit that large?”
Bill Jameson was strongly opposed to allowing Atira to construct a driveway in the public right of way.
“Scale the building appropriately, and it doesn’t have to be in the public right of way. Move it back,” he said. “Don’t just give away public property. This is valuable property up there.”
City planner Jonathan Spence said the width of the city’s right of way on Ski Time Square Drive is excessive.
“The idea was that we were going to vacate portions of that right of way to allow for more interesting streetscapes,” Spence said.
While most residents who own condominiums near the proposed project wrote or spoke out against it, others were supportive. Thunderhead also received endorsements from business owners, other developers, a Ski Corp. executive and others.
“The project is a critical component for the overall plan for a renaissance at the base area,” said Chuck Porter, former general manager at the Sheraton Steamboat Resort. “It’s important to remember that high density was desired at the base.”
Planning Commission postponed a review of Thunderhead’s community housing plan to Feb. 8 due to the late hour.

If Atira Group wins approval from the city of Steamboat Springs to redevelop the Thunderhead Lodge and Condominiums, it will ask for a five-year grace period instead of the standard three years before it must pull a building permit.
Atira Vice President of Development Mark Mathews said Thursday that his company was eager to begin marketing and building the twin eight-story condominium hotel buildings that would replace the old Thunderhead at the base of the Steamboat Ski Area. He was speaking before about 30 people during the first of three successive presentations in the Sheraton Steamboat Resort.
Mathews acknowledged the challenges of moving forward in the current economic climate.
“Our goal is to begin construction as soon as we get entitlements, as well as the market permits,” Mathews said.
City Planning Services Manager John Eastman said earlier Thursday that as soon as Atira wins approval for its final development permit, the clock begins running on the three-year period the company has to pull a building permit.
A variety of fees come due at that time, including tap fees and $2.6 million in affordable housing fees in lieu of actually building affordable units.
“We’ll ask for five years,” Mathews told his audience at the Sheraton. “There are millions of dollars (that come due) at that point. We have strong, strong partners and financials. What we don’t want is to do it get halfway into it,” and have an issue.
Atira also would like to begin marketing presales soon and will continue studying market trends reflected at its nearby project, Edgemont, before launching a sales effort, Mathews said. He confirmed that the ideal time to market a ski property is ski season and added that timing is particularly important in a challenging market, a sign that presales aren’t likely to begin before December 2009.
Height questions
Atira has been working with city staff on its application since April 2007. The group will take another big step Thursday, when it goes before the Steamboat Springs Planning Commission to seek a recommendation of approval for its development plan.
The application anticipates 100 residential units averaging about 2,300 square feet, along with two restaurants and shops in 390,000 square feet.
Mathews said an operator of five-star hotels has signed a letter of intent to run the new property, but he declined to identify the company or the financial backer for the project.
The Thunderhead Lodge and Condominiums, which dated to the 1960s, were torn down in late summer 2008, with much of the material left by the demolition recycled.
Mathews told his audience the care taken in demolition was the first evidence of Atira’s commitment to seeking Leadership in Energy and Environmental Design, or LEED, silver certification for green building practices in the construction of the new eight-story buildings.
Green building is among several categories of public benefit that Atira promises to provide, in part to satisfy requirements needed to win a building height variance the company is seeking on the Thunderhead site.
Under the community development code, the maximum allowable building height in the zone district at the base of the gondola is 73 feet. Atira is proposing to build one building to 104 feet and the second to 102 feet.
Public benefits to offset the variance include providing economic sustainability and achieving the goal of removing obsolete buildings as called for in the city’s Base Area Plan, Mathews said.
Documents on file at the city’s planning department mention a public seating terrace adjacent to the ski area, public restrooms, a public fireplace and a small performance venue — all among public benefits with an aggregate construction value of about $1.7 million.
Senior City Planner Jonathan Spence pointed out that the nearby One Steamboat Place development, which topped out early this winter, is 106 feet tall.
Some neighbors of Atira’s project already have registered their opposition to the variance with the city. They include condominium owners in the Bronze Tree building on the north side of Ski Time Square.
Clayton Thomas, a member of the board of directors of the Bronze Tree Homeowners Association, and his wife, Bonnie, wrote to Planning Commission Chairwoman Kathi Meyer to register their opposition to the Atira plan.
“What a tragedy this will be if this height and building shape is approved,” they wrote. “This building is on the very edge of the ski slope and disregards the interests of other property owners whose views would be reduced or eliminated. It is like putting the tallest and widest people in the front row for a class picture!

One Steamboat Place (a signature development of Timbers Resorts) recently announced the release of its One Steamboat Place Social Club.
The One Steamboat Place Social Club members will have privileged access to all One Steamboat Place exclusive amenities and services year-round at the most sought after and convenient ski-in/ski-out location at the base of the gondola. There will be a very limited number of Social Club memberships available.

Whether your goal for the day is to sail down the mountain, nestle in by the crackling fire with an espresso or savor the opportunity to do both, St. Cloud Mountain Club membership makes it effortless.

The Benefits of the club include:
Member’s Lounge. Luxuriously well-appointed, the Member’s Lounge is less than 120 feet from the slopes and features:
• Free hot continental breakfast
• Lunch and après ski food service- no waiting in lines for lunch - hit the slopes fast
• Espresso bar
• Indoor/outdoor fireplace – cozy up and tell stories from the ski hill
• Large flat screen televisions

The Club’s knowledgeable local staff can assist or coordinate with you so you can take advantage of the wide variety of activities and offerings in Steamboat Springs and the surrounding area. Membership Levels: There are 2 distinct membership levels for sale Cloud Nine and Passport:
• Cloud Nine Membership includes all amenities, including permanent valet parking

Membership Deposits:
• 100% of Cloud-Nine and Passport membership deposit are available for reissuance after 25 years or when the membership is reissued through the Club.

Steamboat Ski Area opens on schedule!

The Steamboat Ski Area opens tomorrow, Wednesday, November 26th at 8am. Christie Peak Express and Preview lifts are expected to be running. Lift tickets will be $20 and proceeds benefit the Steamboat Springs Winter Sports Club. (no season passes will be accepted as this is a special day to raise scholarship money) Gondola Joes will sell $3 white chocolate lattes and mechanical bull rides will be available in Gondola Square for $5. The Bear River Bar and Grill are offering deals on pizza and beer, and the band Worried Men will perform there at 1pm to 4pm. With all the new snowmaking improvements it should be a great day to kick off the season and support a worthwhile cause!
